JT-19612: Don't Execute Commands from a Comment to a VCS Change Commit

What steps will reproduce the problem?
1. Check user profile in TeamCity (see vedenin.xml in attach). VCS username is present, e-mail is present.
2. Check user profile in YouTRACK(see YT-user.JPG in attach). E-mail is present.
3. In VCS create revision with command in change commit comment and processing it in TeamCity (see TC-build.JPG in attach). Command is present and is correct.
4. Check result in YouTRACK on tab TeamCity Changes (see YT-issue-changes.JPG).

What is the expected result?
The successfully executed command.

What happens instead?
The command is not executed due to error: "YouTrack user could not be found. Reason: No user information provided by TeamCity"

Please provide any additional information below.

The VCS-TeamCity-YouTrack integration is a key attraction feature for buy decision.
