By motives of JT-19609
Fields Fix Version and State are private in project and user has no pern=missions to chenge it.
But when user creates issue on Agile Board it automatically gets current Fix Version and State of first column.
So it looks like permissions violation.
What suggest to do in this case:
Create an issue, but do not set private fields. Show warning message with link to the created issue.
Warning message can be smth like: "Issue <ISSUE_ID> created, but you are not allowed to place issues on Board."
