JT-18489: Ignore parent hierarchy when adding issues to the agile board

Usecase:

Tasks are organized hierarchically using parent/subtask relation.
Full task hierarchy represents our backlog.
For each product version we select certain subset of tasks which we'd like to add to agileboard.

The problem is that currently it is not possible to hang tasks from the middle of hierarchy on board.
YouTrack displays all tasks starting from the root.

Desired behaviour is displayed on the attached sketch.
(agileboard is configured to display large tasks as swimlanes (using special issue type as a marker), small tasks are diplayed as "orphans")
