JT-20254: The issue 'project' field looks modifiable for developer in the other project

STR:
  1. create 2 projects, A and B
  2. create a new user
  3. create a new role with the only permission "Update Issue"
  4. grant to user this permission in the project B
  5. create by root an issue in the project A
  6. login as user
  7. go to the created by root FSI

The 'project' field (value="A") look like the dropdown, on attempt to change value the error appears:
"You don't have enough permissions to perform the operation. Try to reload the page and check if you are logged in. If it doesn't help, please consult with your server's administrator."


Expected that the project field to be disabled similar to other fields.
