What steps will reproduce the problem?
1. open "Create issue", priority is "normal"
2. change type to "security problem"
3. change type back to bug
What is the expected result?
State is the same as before.

State is the same as before.
What happens instead?
- Priority of new issue is set to "critical" although I do not have the right to change it.
- After changing back to "bug" it is not reset to normal.
- This is not tracked in history since the issue does not exist yet.
