1. Go to "Create Issue" or issue page
2. Select "Assignee" (ensure the list is longer than screen height)
3. Try scroll down the list
Issues:
1. Dropdown low edge is still under the fold and never becomes visible
2. Last item (is it really the last one? see 1) is partly under the fold and is hardly accessible
3. The list gets overlaid with menu (see JT-20833) making impossible to select from the upper part of the list
4. Infinite scroll appears (see screenshot with a scrollbar)
