What steps will reproduce the problem?
1. Create an issue with Hebrew text in the description or title.
2. Export issue to CSV
3. Open CSV
What is the expected result?
The Hebrew text is shown correctly.
What happens instead?
The Hebrew text shown as ???????
I suspect this problem is new to the 4.2 version, as this scenario was working when we used 4.1. However it may also be a database upgrade problem.
