How to reproduce:
1) Make as many users as license allows.
2) In settings of Mailbox Integration (rule | Reporters) set "Set email sender as reporter." and "If no user with sender's email address found in YouTrack, then: Create new account for sender."
3) Send letter from new e-mail (without corresponding user).
4) Fetch.

What is expected:
As no more users can be created, get some kind of notification about this problem.

What happens:
Nothing at all. No issues, no comments, no notifications.
