What steps will reproduce the problem?
1. Click "Create Issue"
2. Drag/Drop zip file into "Drop Files Here" box
What is the expected result?
File is attached to issue.
What happens instead?
File is instantly downloaded.

I checked the console and verified there were no JS errors before or after drop. Is there nothing listening for the drop event on the target?
