I think it may be useful to introduce some sort of system-wide notification messages into the YouTrack server which allow to notify all users about upcoming events (maintenance, service unavailability, etc.).
This messages are to be composed by the server administrator.
Such notification may be used as the replacement of spam-like emails, which are usually sent for upcoming events related to a YouTrack server maintenance.

Use cases
- The server administrator plans to upgrade the server in a couple of days, so he puts the global message like The server will be updated in 2 days (exact day). Contact who@mail.addr for more details .
- Every user who logs into YouTrack sees this message in a tiny popup-like band (in a way "Reload" prompt is shown), which can be dismissed (there may be a hyperlink for more details, which leads to the dedicated page).
