What steps will reproduce the problem?
  1. Create new Role "Limited Administrator" using the UI
  2. Grant the following privileges using the UI: (**Note: Update Voters is not an option**
    1. Reporter Permissions
      1. Read issue
      2. Create issue
      3. Link issues
      4. Add Attachment
      5. Create Comment
      6. Read Comment
      7. Update Comment
      8. Delete Comment
      9. Read Profile
      10. Update Profile
    2. Advanced Permissions
      1. Read Issue Private Fields
      2. Update Issue
      3. Update Issue Private Fields
      4. Delete Issue
      5. View Voters
      6. View Watchers
      7. Update Watchers
      8. Update Attachment
      9. Delete Attachment
      10. Create Tag, Saved Search or Report
      11. Delete Tag or Saved Search
      12. Share Tag or Saved Search
      13. Edit Tag or Saved Search
      14. Read Work Item
      15. Update Work Item
    3. Administrative Permissions
      1. Create Project
      2. Read Project
      3. Update Project
      4. Delete Project
      5. Update Not Own Comment
      6. Delete Not Own and Permanent Comment Delete
      7. Update Not Own Work Item

  3. Assign a User to only the Limited Administrator Role for a Project
  4. Log in as the user from the previous step
  5. Attempt to assign a Role to a User for the Project under the "User Own Roles" section of the User's page

What is the expected result?
  1. The Role is successfully assigned

What happens instead?
  1. The error "You cannot manipulate permissions that you don't have yourself. Update Voters"

**NOTE: "Update Voters" is not an option when assigning Role Permissions**
