JT-20643: Role missing a Permission not available for selection in UI

What steps will reproduce the problem?

1. Create new Role "Limited Administrator" using the UI
   
2. Grant the following privileges using the UI: (**Note: Update Voters is not an option**

**NOTE: "Update Voters" is not an option when assigning Role Permissions**
