What steps will reproduce the problem?
1. Choose a "context" from the drop down on the top left.
2. hit alt+insert or click on the "create issue" button.
3. the new issue screen appears with a different project in the project drop down.
What is the expected result?
The new issue screen should be opened for the same project.
What happens instead?
Please provide any additional information below.

Screen shot is attached. You can see the url that shows one project and the create issue drop down has a different project.
