Let's imagine you have QA team wanting to test all fixed issues in prevision of an incoming release (let's say build 42).
You would like this team to be able to find all issues #fixed, and fixed for a build lesser or equal to 42.
Instead of doing fix for: 40, 41, 42, why not something like : fix before: 43
