JT-19079: Unable to login into YouTrack if JetPass base was corrupted.

1) Enable JetPass integration
2) Import users

Imagine that JetPass failed and its was DB corrupted.
3) Stop JetPass, delete its DB
4) Start JetPass
5) Try to login

Result - you'll be redirected to JetPass login page and attempt to login will cause
"The credentials you provided cannot be determined to be authentic" Error appearance.

Workaround: go straight to {youtrack.baseURL}/login page.
