JT-19820: Integration with Zendesk - issue with private comments

What steps will reproduce the problem?
1. Create zendesk issue/ticket
2. Share with youtrack (2nd option of synching is enabled)
3. Add comments to youtrack issue

What is the expected result?

Comments appear as internal notes in Zendesk (private)

What happens instead?

No comments appear in Zendesk
