Madness described in JT-20682 seems not only being related to request slowliness, but also to UI, as i suspected.
I achieved to reproduce a simple pattern (each screenshot corresponds to a step):
1. Open issue creating page (I've just reloaded page).
2. Click subsystem.
3. Change from UI to Mailbox.
4. Some fields reload. When reload is finiched, focus is nowhere.
5. Press tab. You begin tabbing from Project field :(
6. Do some tabs. As you can see, focusing the fields doesn't expand its values anymore.
Youtrack seems not agile for keyboard-users on new version :(
